A quick way to test a fuel-sending unit and all the gauge wiring is to turn on the ignition, then disconnect the wires at the sending unit and touch them to the ground one at a time. One of the wires should make the needle in the gauge jump to full; the other should make the low fuel level light illuminate.
If the fuel gauge does not respond, the fault is not in the fuel-sending unit.
